BackgroundDiagnostic ultrasound has long been a part of a physician’s armamentarium, but transcranial focused ultrasound (FUS) is an emerging treatment of neurological disorders. Consequently, the literature in this field is increasing at a rapid pace.ObjectiveThis analysis was aimed to identify the top-cited articles on FUS to discern their origin, spread, current trends highlighting future impact of this novel neurosurgical intervention.MethodsWe searched the Web of Science database on 28th May 2021 and identified the top 100 cited articles. These articles were analyzed (...) with various scientometric parameters like the authors, corresponding authors, country of corresponding author, journal of publication, year of publication. Citation based parameters including total citations, mean citations per article and mean citations, citation count, and the citation per year, citations per year and co-authors per document were studied as well in addition to Hirsch h-index, g-index, m-index, Bradford’s Law, Lotka’s law and Collaboration index.ResultsThe 100 top-cited articles were published between 1998 and 2019 in 45 different journals. The average citations per document and citations per document per year were 97.78 and 12.47, respectively. The most prolific authors were Hynynen K (Medical Biophysics—Toronto), Elias WJ (Neurosurgery—Virginia), Zadicario (InSightec). The Journal of Neurosurgery published the most top-cited articles (n = 11), and most articles originated from the United States, followed by Canada. Among individual institutions, the University of Toronto was the most productive.ConclusionFUS is an emerging treatment of neurological disorders. With its increasing application, the FUS literature is increasing rapidly. Eleven countries contributed to the top 100 cited articles, with the top 2 countries (the United States and Canada) contributing to more than half of these articles. (shrink)

The use of evolutionary game theory to explain the evolution of human norms and the behavior of humans who act according to those norms is widespread. Both the aims and motivation for its use are clearly articulated by Harms and Skyrms (2008) in the following passage: "A good theory of evolution of norms might start by explaining the evolution of altruism in Prisoner’s Dilemma, of Stag Hunting, and of the equal split in the symmetric bargaining game. These are not well-explained (...) by classical game theory based on rational choice. From a technical point of view, they present different theoretical challenges. In the bargaining game, there are an infinite number of equilibria with no principled (rational choice) way to select the cooperative one. In Stag Hunt there are only two, but the non-cooperative one is selected by risk-dominance. In Prisoner’s Dilemma the state of mutual cooperation is not a Nash equilibrium at all, and cooperation flies in the face of the rational-choice principle that one does not choose less rather than more. In contrast to rational choice theory, the most common tool of evolutionary game theory is the replicator dynamics, in which the propagation rate of each strategy is determined by its current payoffs. These dynamics have a rationale in both biological and cultural evolutionary modeling, and sometimes tell us things that rational choice theory does not." We agree with the first sentence in this quotation: a good theory about the behavior under norms ought to explain altruism in the Prisoner’s Dilemma (PD), playing Stag in Stag Hunt (SH), and offering equal splits in the symmetric Nash bargaining game (NB). We also agree with Harms and Skyrms about the difference in technical challenges each of these games poses. Finding a single mechanism, even one as broadly understood as evolution, that could solve these challenges en masse is no doubt a tall order. Nonetheless, in this paper, we present a single, simple, modification to SH, NB, and a general n-player PD that does just that: we introduce deontological autonomy into the models. (shrink)

In this paper, we provide a game-theoretic examination of indirect utilitarianism by comparing the expected payoffs of attempts to apply a deontological principle and a utilitarian principle within the context of the Prisoner’s Dilemma (PD). Although many of the best-known utilitarians and consequentialists have accepted some indirect form of their respective views, the results in this paper suggest that they have been overly quick to dismiss altogether the benefits of directly enacting utilitarian principles. We show that for infallible moral agents, (...) what we call ‘non-autonomous agents’, direct utilitarianism dominates indirect utilitarianism via deontology in terms of achieving the maximized utilitarian outcome, but only in underlying games where the maximized utilitarian outcome involves unequal payoffs. In other situations, indirect utilitarianism implemented through Kantian deontology either ties or dominates direct utilitarianism in terms of achieving the maximized utilitarian outcome. We also examine the two different moralities on the assumption that fallibility, which is a form of autonomy, is an aspect of moral agency by introducing Endogenized Morality Models (EMM’s). We believe that just as indirect utilitarians worry about the cost of applying moral principles, so too they should worry about the fact that humans have both pro-social and materialistically selfish motivations and hence are fallible moral agents. We show that there are conditions under which fallible autonomous utilitarians achieve higher expected material and psychic payoffs than fallible autonomous deontologists and conditions under which they do not. Numbers? Sets? Classes? Operators? Functions? Alphabets and Sentences? Are they a part of our map? Or do they actually belong to the territory? Researcher, like a cartographer, clothes the reality by stitching multitudes of maps that simultaneously co-exist. A simple apple, for example, can be analyzed from several viewpoints beginning with evolution and biology, all the way down its microscopic quantum mechanical components. Is there a reality out there apart from these maps? How do these various maps interact/intermingle with each other to produce a coherent reality that we interact with? Or do they not? Does our brain uses its own internal maps to facilitate “physicist/mathematician” in us to construct the maps about the external territories in turn? If so, what is the nature of these internal maps? Are there meta-maps? Evolution definitely fences our perception and thereby our ability to construct maps, revealing to us only those aspects beneficial for our survival. But the question is, to what extent? Is there a way out of the metaphorical Platonic cave erected around us by the nature? One family of maximizing act consequentialist theories are actualist direct theories. Indeed, historically there are at least three different forms of actualist direct consequentialism (due to Bentham, Moore, and contemporary consequentialists). This paper is about the logical differences between these three actualist direct theories and the differences between actualist direct theories and their competitors. Three main points emerge. First, the sharpest separation between actualist direct theories and their competitors concerns the so-called inheritance principle. Second, there are a myriad of other (...) logical differences among actualist direct theories. Third, one theory (Moore's theory) stands out among actualist direct theories because it entails a variety of logical principles. This fact may count in favor of that theory. (shrink)

How does one decolonize and reclaim the meanings of research and researcher, particularly in the context of Western research? Indigenous communities have long experienced oppression by Western researchers. Is it possible to build a collaborative research knowledge that is culturally appropriate, respectful, honoring, and careful of the Indigenous community? What are the challenges in Western research, researchers, and Western university methodology research training? How have ‘studies’ – critical anti-racist theory and practice, cross-cultural research methodology, critical perspectives on environmental justice, and (...) land-based education – been incorporated into the university to disallow dissent? What can be done against this disallowance? “Tell me," Wittgenstein once asked a friend, "why do people always say, it was natural for man to assume that the sun went round the earth rather than that the earth was rotating?" Empirical studies suggest that re-corruption is a common occurrence in developing countries, and we know little about what transpires between corruption and re-corruption. The objective of this empirical study is to discuss the practices of government officers in between phase of corruption and re-corruption. It does so by considering the case of a government officer working in an agricultural marketing yard of India. The findings from the case suggest that officers choose to mimic honest dispositions after their transfers to new (...) postings as it gives them more choices in the practice of corruption. The hibernation model of re-corruption is used to explain this behavior of the officers. The study is critical and inspired by Pierre Bourdieu’s theory of practice. The findings from it will directly contribute to the design of anti-corruption policies. (shrink)

Our concern in this paper lies with a common argument from racial discrimination to realism about races: some people are discriminated against for being members of a particular race (i.e., racial discrimination exists), so some people must be members of that race (i.e., races exist). Error theorists have long responded that we can explain racial discrimination in terms of racial attitudes alone, so we need not explain it in terms of race itself. But to date there has been little detailed (...) discussion of whether it is better to explain racial discrimination in terms of race or in terms of racial attitudes alone. Our goal is to offer a novel and detailed argument in defense of explaining racial discrimination in terms of racial attitudes alone, by attending to the neglected phenomenon of misperception discrimination, which involves differential treatment due to misperceived race. We argue that the discriminatory action in misperception cases must be explained in the same way as cases where (according to the realist) the victim’s race is accurately perceived. Thus, the victim’s actual race cannot provide the best explanation. The main upshot of our argument is that explanatory arguments from racial discrimination to realism about race fail. (shrink)

This paper presents conceptual arguments to suggest that trust within organizations and trustworthiness of organizations are built through ethical governance mechanisms. We ground our analysis of trust, trustworthiness, and stewardship in the business literature and provide the context of business school governance as the focus of our paper. We present a framework that highlights the importance of knowledge, resources, performance focus, transparency, authentic caring, social capital and citizenship expectations in creating a basis for the ethical governance of organizations.

Construction of rural roads started to expand in Nepal since the 1980s and is still an ongoing process, however environmental considerations have been considered since the mid 1990s. Adoption of environmental safeguards in development projects have been an important aspect of project cycle although there is lot more to do at the field level. In this study, three different ongoing projects in different regions of Nepal have been accessed at the field level and mitigation measures were examined in order to (...) study the effectiveness of those measures. This study reviews a lot of mitigation measures that have been proposed and each of them were implemented at the field level. A successful implementation of mitigation measures was found but it still recommends that there is still a lot more room for improvement. (shrink)

Although the mathematics of interest is very precise, the practice of charging computing and disclosing interest or cost of credit is full of variations and therefore often questionable on ethical grounds. The purpose of this paper is to examine some of the prevalent practices which are incorrect, illogical, unfair or deceptive. Both utilitarian and formalist schools of ethical theory would find these practices to be inappropriate. The paper will specifically look at unfair practices in the areas of estimation of intrayear (...) rates, use of 360 days in a year, the "rule of 78th", interest rate ('APR') advertising, and computation of unpaid balance by credit card issuers to figure interest costs.The current practices are not in the best interest of the average consumer. There is, therefore, an urgent need for new legislation, change in regulatory code and disclosure requirement for eliminating these unethical practices. The author recommends that the Truth in Lending Code of the Federal Reserve should require the disclosure of the effective APR if the periodic rate is determined by dividing the 'APR' by the number of payment period in a year; the use of 360 days in a year methods and the "Rule of 78ths" should be immediately discontinued; Deceptive advertising, which tend to understate the true cost of credit or hides hidden costs and fees should be outlawed; interest should be payable with the same frequency as the frequency of compounding and credit card holders should be provided with a comparative example of various methods of balance computation. The authors study the impact of institutional corporate social responsibility —defined as CSR targeted at a borrowing firm’s secondary stakeholders—on bank loans. Findings suggest that higher levels of institutional CSR are associated with lower levels of interest rates and loan spreads. In addition, institutional CSR also tempers the positive impact of loan maturity and firm leverage on interest rates and loan spread. These effects were strongest among firms that demonstrated sustained performance, rather than among firms that showed mixed performance in (...) terms of their secondary stakeholder-related activities. This study indicates institutional CSR is valued by stakeholders for its risk mitigating and transaction cost reducing effects independent of technical CSR, defined as CSR targeted at primary stakeholders. Der Aufsatz versucht diese Frage zu beantworten, indem zwei Gefahren für Verbesserungswillige beleuchtet werden: der Verlust der Menschlichkeit und der unerwünschte Wandel der individuellen Persönlichkeit. Sodann wird ein „Liberalismus mit Auffangnetz“ als Lösung des Problems vorgestellt, die eine unterschiedliche Bewertung von reversiblen und irreversiblen Eingriffen vornimmt. Im letzten Schritt wird überprüft, wie weit diese Konzeption auch anwendbar ist, wenn Eltern ihre Kinder verbessern lassen wollen, also ein „informed consent“ nicht vorausgesetzt (...) werden kann. Since at least the 1960s, deontic logicians and ethicists have worried about whether there can be normative systems that allow conflicting obligations. Surprisingly, however, little direct attention has been paid to questions about how we may reason with conflicting obligations. In this paper, I present a problem for making sense of reasoning with conflicting obligations and argue that no deontic logic can solve this problem. I then develop an account of reasoning based on the popular idea in ethics that reasons (...) explain obligations and show that it solves this problem. (shrink)

How do multiple reasons combine to support a conclusion about what to do or believe? This question raises two challenges: How can we represent the strength of a reason? How do the strengths of multiple reasons combine? Analogous challenges about confirmation have been answered using probabilistic tools. Can reductive and nonreductive theories of reasons use these tools to answer their challenges? Yes, or more exactly: reductive theories can answer both challenges. Nonreductive theories, with the help of a result in confirmation (...) theory, can answer one, and there are grounds for optimism that they can answer the other. (shrink)

Reasons can interact in a variety of ways to determine what we ought to do or believe. And there can be cases where two reasons to do an act or have a belief are individually worse than a reason to not do that act or have that belief, but the reasons together are better than the reason to not do that act or have that belief. So the reasons together―which we can call the accrual of those reasons—can have a strength (...) that is an increasing function of the strengths of the individual reasons. In this paper, we will look at how reasons determine what we ought to do and believe in cases where the accrual of reasons is relevant. Our focus will not primarily be on questions about the nature of individual reasons and their weight. Instead, we will at the outset rely on our pretheoretical grip on what reasons there are and how weighty they are individually and ask the more formal or structural question of how to determine the strength of their accrual based on these facts. In looking at these issues, my goal will not be anything as ambitious as developing a full theory of the accrual of reasons. Rather, my goal will be more modest: I will introducing some of the challenges for providing an adequate model and argue that a promising approach to resolving these challenges involves making use of the familiar distinction in moral philosophy between derivative and non-derivative normative notions. Purpose The purpose of this study is to understand the trust formation expectations of stakeholders in the implementation of information and communications technology for development projects. Design/methodology/approach This paper uses a qualitative methodology inspired by a critical approach. It uses a thematic analysis approach, and draws the results using a constant comparison method. It is guided by the Pierre Bourdieu’s theory of practices. This is an empirical study that uses semi-structured interviews for the data collection. Findings Lack of an integrated (...) view of emancipatory expectations has a negative impact on the trust levels of stakeholders. An integrated view of emancipation has physical, moral and social dimensions. Originality/value The study brings forth the concept of entry point activities. To the author’s knowledge, this is the first application of this concept in ICT4D research. EPAs can be used to develop trust relationships between the stakeholders of ICT4D projects. (shrink)

White supremacy dominates the academy and political discussions. It first consists of conflating the geography of the West (where Black, Indigenous, and People of Color—BIPOC—are to be found) with a specific colonizing tradition originating in ancient Greek thought—call this tradition the West. Secondly, and more profoundly, it consists in treating this tradition as the frame for the study of every other intellectual tradition, which since the Romans it brands as religion. The political function of this marginalization of BIPOC philosophy is (...) to shield Western colonialism from moral philosophical criticism. The mechanism of colonialism is interpretation— explanation in terms of propositional attitudes, like belief. Not only is this a basic commitment of the Western tradition owing to its foundational linguistic account of thought (LAT), the South Asian moral philosophy of Yoga shows interpretation to be the essence of irresponsibility: it undermines the possibilities of choice as it is antilogical and is the mechanism of oppression. In contrast, Yoga, a fourth basic ethical theory (in addition to virtue ethics, consequentialism, and deontology) identifies an alternate metaethical choice as the essence of moral responsibility: explication—understanding in terms of inferential relationships. Yoga is not only the locus classicus for a nondiscriminatory, antioppressive approach to moral standing: it constitutes reason-based, (both ideal and nonideal) normative practices of solidarity with people (including nonhumans and celestial bodies like the Earth). This paper explores the mutually exclusive disjunction between interpretation and explication, the historical impact of these methodologies, and the colonization by the West of philosophy in the game of Publish or Perish. Shaking this off is as easy as returning to the philosophically indigenous practice of explication. (shrink)

One of the popular albeit controversial ideas in the last century of moral philosophy is that what we ought to do is explained by our reasons. And one of the central features of reasons that accounts for their popularity among normative theorists is that they can conflict. But I argue that the fact that reasons conflict actually also poses two closely related problems for this popular idea in moral philosophy. The first problem is a generalization of a problem in deontic (...) logic concerning the existence of conflicting obligations. The second problem arises from a tension between the fact that reasons can conflict and a model of how reasons explain ‘ought’s that has been widely accepted. Having presented each of these problems, I develop a unified solution to them that is informed by results in both ethics and deontic logic. An important implication of this solution is that we must distinguish between derivative and nonderivative reasons and revise our conception how it is that reasons explain ‘ought’s. (shrink)

A traditional picture is that cases of deontic constraints--- cases where an act is wrong (or one that there is most reason to not do) even though performing that act will prevent more acts of the same morally (or practically) relevant type from being performed---form a kind of fault line in ethical theory separating (agent-neutral) consequentialist theories from other ethical theories. But certain results in the recent literature, such as those due to Graham Oddie and Peter Milne in "Act and (...) Value", do not sit well this traditional wisdom. My aim in this paper is to argue that both the traditional wisdom and Oddie and Milne are mistaken. I begin by looking more closely at the traditional wisdom and why it fails (§1). Then I develop my account of this fault line in ethical theory and its importance (§2). Finally I show that a diagnosis of where Oddie and Milne go wrong follows as a corollary of this new account (§3). An important upshot will be that discussions of cases of deontic constraints would do best to focus on the account of the nature and importance of the cases identified in this paper rather than continuing to work with the mistaken traditional picture. The verdicts standard consequentialism gives about what we are obligated to do crucially depend on what theory of value the consequentialist accepts. This makes it hard to say what separates standard consequentialist theories from non-consequentialist theories. This article discusses how we can draw sharp lines separating standard consequentialist theories from other theories and what assumptions about goodness we must make in order to draw these lines. The discussion touches on cases of deontic constraints, cases of deontic options, and cases involved (...) in the so-called "actualism"/"possibilism" debate. What emerges is that there are various interesting patterns relating the different commitments of consequentialism, different principles about obligation and about goodness, and different rules concerning how facts about values determine facts about obligation. Its role as a gatherer of life, love, thought, and the divine is missed in its partial characterizations as (...) “Hindu devotion” or “divine love” or “theism implicit in polytheism.” Its status as a perennial thematic concept of the Indian civilization is missed when its pervasiveness is overlooked by the cultural historians preoccupied primarily with its periodic eruptions. However, our endeavour into a world of such endless imagination is restrained by intellectual dilemmas such as: Can humans comprehend everything? Are there any limits? Am 1. Februar 2010 ist das Gendiagnostikgesetz (GenDG) in Kraft getreten. Die Debatte um einige Regelungsbereiche, wie beispielsweise das Neugeborenenscreening, reißt nicht ab. Ein Aspekt des Gesetzes ist im Rahmen der Debatte um die Präimplantationsdiagnostik (PID) in Deutschland unter neuen Vorzeichen zu diskutieren: Das – international bislang einzigartige – Verbot der pränatalen Diagnostik so genannter spätmanifestierender Erkrankungen, die erst nach der Vollendung des 18. Lebensjahres ausbrechen. In diesem Beitrag möchten wir Hinweise zur differenzierten Diskussion dieser in § 15(2) GenDG bestimmten (...) Verbotsnorm liefern. Obgleich Argumente, insbesondere das Recht auf Nichtwissen des geborenen Kindes, für ein solches Verbot sprechen, kommen wir aufgrund der medizinischen Sachlage und nach einer Analyse der Pro- und Kontraargumente aus ethischer und rechtlicher Sicht zu dem Schluss, dass ein generelles Verbot der pränatalen Diagnostik spätmanifestierender Erkrankungen im Sinne der Zielsetzung womöglich insuffizient ist sowie in der Begründung Inkonsistenzen zum bereits bestehenden Regelwerk aufweist, und lenken daher den Blick auf unter Umständen bessere Alternativen. The first of these is the theory of defeasible reasoning developed in the seminal work of Pollock; the second is a more recent theory due to Horty, which adapts and develops the default logic introduced by Reiter to provide an (...) account of reasons. However, the implementations are complex enough, in both cases, to prevent anything more than this sketch. And we would not want to give the impression that we think that work on the logic of reasons must follow the path mapped out in either of these theories—indeed, we feel that the field is wide open. In the remainder of the chapter, therefore, will concentrate on a number of issues bearing on the logic of reasons that are either not treated in the work of Pollock and Horty, or whose treatment there is, we feel, either inadequate or incomplete. These are: first, the question of whether it is necessary to understand logical interactions among reasons themselves, rather than simply between reasons and the actions or conclusions they support, and if so, what principles might govern these interactions; second, priority relations among reasons and the notion of reason accrual; and third, some problems posed by undercutting defeat. This is the first of lessons on the Bhagavad Gītā. The Bhagavad Gītā is a small section of the Mahābhārata, which is a dialectical experiment in moral theory. Here the characters not only assume the role of prominent ethical theories, but must also work through the ethical challenge as a matter of practice. In this module I explicate the main arguments of the Gītā, which lead us from teleological accounts of ethics (Virtue Ethics, Consequentialism) to procedural accounts (Deontology and Bhakti). (...)
